لاہور (نیوز رپورٹر) ٹیلی کوم شعبے نے صارفین کی خدمت کا معیار بلند کر دیا، عالمی معیار کے کسٹمر کیئر اصولوں نے صارفین کی خدمات کو بلند تر سطح پر پہنچا دیا۔ اس بات کو پاکستان ٹیلی کمیونیکیشن آتھارٹی ( پی ٹی اے) کے چیئرمین ڈاکٹر محمد یاسین نے لاہور میں موبی لنک کے کسٹمر کیئر سینٹرز کا دورہ کرتے ہوئے کہی۔ انھوں نے سیلولر موبائل اداروں کی کارکردگی کو سراہا جو وسیع پیمانے پر سرمایہ کاری کررہے ہیںاور ملک میں جدید ترین مواصلات کے بنیادی ڈھانچے کو مضبوط بنا رہے ہیں۔ ڈاکٹر محمدیاسین نے پی ٹی اے کی جانب سے شروع کردہ 668 سہولت کے فروغ کے لئے موبی لنک کے اقدامات کو بھی سراہا۔

کوڑے سے توانائی حاصل کرنے کا فیصلہ

لاہور (نیوز رپورٹر) توانائی کی قلت اور نقصان سے بچنے کے لئے سیمنٹ فیکٹریوں میں کوڑے کو بطور ایندھن کوڑا مختلف شکلوں میں اکھٹا ہوتا ہے جس میں سے پینتیس سوٹن سے زائداٹھایا جا سکتا ہے۔ لاہور ویسٹ منیجمنٹ کمپنی نے سیمنٹ بنانے والی کمپنیوں سے رابطے شروع کر دیئے ہیں۔ اگر سیمنٹ کمپنیوں سے معاہدہ ہو گیا تو چالیس فیصد کوڑا ان کمپنیوں کو فروخت کر دیا جائے گا۔ استعمال کرنے کا فیصلہ کیا گیا ہے۔ اس طرح سیمنٹ فیکٹریاں کے بجلی کے بلکی بچت کے ساتھ ساتھ توانائی کی بھی بچت ہو گی۔

گندم ذخیرہ گوداموں کی تعمیر کا فیصلہ

لاہور (سید محمد عابد) پاکستان کو گندم ذخیرہ گوداموں کی کمی کا گزشتہ کئی سال سے مسئلہ ہے جس کی وجہ س ہر سال ٹنوں گندم ضائع ہو جاتی ہے۔ اس مسئلے کو حل کرنے کے لئے پنجاب حکومت نے تین اضلاع میں ایک لاکھ ٹن گندم کو محفوظ کرنے کے لئے جدید طرز  گودام تعمیر کرنے کا فیصلہ کیا ہے، حکومت پنجاب کے بجٹ میں گندم گوداموں کی تعمیر کے لئے چوہتر کروڑ سے زائد کی رقم رکھی گئی ہے۔ یہ منصوبہ تین سال کی مدت میں پورا کیا جائے گا۔

توانائی منصوبوں میں سرمایہ کاری کی یقین دہانی

اسلام آباد (نیوز ڈیسک) عالمی بینک نے پاکستان میں توانائی کے مزید منصوبوں میں مدد کے لئے رضامندی ظاہر کر دی ہے، ان منصوبوں میں پانی اور ہوا سے بجلی پیدا کرنے کے منصوبے شامل ہیں۔ اس بات کو ورلڈبنک کے مقامی ڈائریکٹر راشد بن مسعود نے وزیر پانی و بجلی سید نویدقمر سے ایک ملاقات میں کہا۔ انہوں نے بتایا کہ ورلڈ بنک پاکستان میں بجلی کی ترسیل کے لئے ابتدائی طور پر پندرہ اعشاریہ چھ ملین ڈالر دے گا۔

پاک ایران گیس پائپ لائن منصوبے میں تاخیر

اسلام آباد (سید محمد عابد) پاک ایران گیس پائپ لائن منصوبہ تاکیر کے باعث 2014ءمیں پایا تکمیل تک نہیں پہنچ سکے گا۔ منصوبے میں تاخیر کی وجہ پاکستان کے حصے کے ایک ارب چوبیس روپے کا بندوبست نہ ہونابتائی جاتی ہے۔ ایران فارس کے گیس ذخائر سے بلوچستان تک ایک ہزار ایک سو پچاس کلو میٹر گیس پائپ لائن میں سے ایران نے نو سو کلو میٹر گیس لائن تعمیر کر لی ہے جبکہ باقی کام جلد مکمل کر لیا جائے گا ۔ اس کے بر عکس پاکستان نے ابھی تک سات سو پچاس کلو میٹر لمبی گیس پائپ لائن کی تعمیر کے لئے زمین بھی حاصل نہیںکی ہے ۔

جنگلات کی حفاظت ہمارا فرض

سائنسی تحقیق سے ثابت ہوتا ہے کہ انسان کرہ ارض پر پندرہ ملین انواع میںسے ایک ہے۔ انسان دنیا کے ان جانداروں میں سرفہرست ہے جن کی تعداد اس سیارے پر بڑھ رہی ہے۔ اس کے برعکس اکثر جانوروں اور پودوں کی آبادی میں تیزی سے کمی آرہی ہے۔ انسان نے اپنی نادانی اور بے جا ترقی کے لئے اپنے علاوہ دیگر انواع کے جانداروں اور قدرتی نظام کو نقصان پہنچایا ہے۔ جنگلات کاکافی بڑا حصہ کاٹ دیا ہے، مچھلیوں کے ذخیرہ کا تین چوتھائی حصہ ختم کر ڈالا ہے، پانی کے نصف ذخائر کو آلودہ کردیا ہے اور اس قدر زیادہ زہریلی گیسیں فضاءمیں خارج کی ہیں جو زمین کو آنے والی کئی صدیوں تک گرم رکھیں گی۔

توانائی کا بحران اور ممکنہ حل

ہمارے ملک میں ذہین افراد کی کمی نہیں صرف ذرا ان پر توجہ دینے کی ضرورت ہے اس کا عملی مظاہرہ ہم نے ڈسکہ اور سیالکوٹ کے علاقوں میں دیکھا جہاں چند لوگوں نے پیکریٹ کے فنی ماہرین کی زیرِ نگرانی بائیوگیس سے چلنے والا انجن تیار کیا ہے جو تقریباً چار گھنٹوں تک ٹیوب ویل کو صرف دس سے بیس فیصد تک ڈیزل استعمال کر کے چلا سکتا ہے اس سے جہاں کسانوں کو خوشحالی نصیب ہو گی وہیں پر ملکی سطح پر اجناس کی لاگت پر بھی کمی آئے گی جس کا براہ ِراست فائدہ عوام کو ہی ہوگا۔

توانائی کے مددگار کے طور پر تیسرا بڑا ذریعہ جو ہم شارٹ فال کو کم کرنے کے لئے استعمال کر سکتے ہیں وہ مائیکرو ہائیڈل پلانٹ کا ہے جس پر ہم توجہ دے کر کئی میگا واٹ بجلی پیدا کرسکتے ہیں اور ملک میں ہونے والی لوڈ شیڈنگ سے نجات حاصل کر سکتے ہیں ۔

ترقی یا تنزلی! ایک اہم سوال

میں اکثر اپنے آپ سے بہت سی باتیں دنیا اور انسانیت کے بارے کرتا رہتا ہوں اور کبھی کبھی دوسروں کو پریشان کرنے کے لئے ان سے بھی اس قسم کی باتیں کر لیتا ہوں۔ سائنس کی ترقی اور اس ترقی کی وجہ سے انسان اور زمانے کو حاصل ہونے والی ترقی سے انکار تو نہیں کر سکتا کیونکہ سائنسی ایجادات مثلاً پہیہ، بجلی، ذرائع آمدورفت، ذرائع مواصلات، انفورمیشن ٹیکنولوجی، زراعت اور طب کے میدان غرض ہر میدان میں انسان نے سائنس کی بدولت ترقی کی ہے۔ مگر بہت سے فوائد ہونے کے باوجود بھی میں تو اس ترقی پر خوش بلکہ مطمئن بھی نہیں ہوں۔

موسمی تبدیلیوں کو سمجھنے کےلئے سیٹلائٹ

واشنگٹن : امریکی خلائی ادارے ناسا نے ایک نیا سیٹلائٹ زمین کے مدار میں پہنچا دیا ہے۔ جس کا مقصد سائنس دانوں کو آب وہوا کی تبدیلیوں کو بہترطورپر سمجھنے میں مدد فراہم کرناہے۔ غیرملکی خبررساں ادارے کے مطابق سیٹلائٹ ایکوئرس کو کیلی فورنیا کے وینڈن برگ کے ایئرفورس مرکز سیڈیلٹا ٹو راکٹ کے ذریعے زمین کے مدار میں پہنچایا دیاگیا ہے۔ ناسا کا کہنا ہے کہ اس سٹیلائٹ کے ذریعے دنیا بھر کے پانیوں کی سطح کی صورت حال کے بارے میں تفصیلی معلومات حاصل ہوسکیں گی۔

پاکستان میں ماہی گیری کی تاریخ

بلوچستان کی طویل ساحلی پٹی بلوچستان کے عوام کی طرح حکومتی بے اعتنائی کا شکار ہے۔ حالانکہ اس ساحلی پٹی کی جغرافیائی اہمیت کے پیش نظر ذرا سی توجہ نہ صرف ملکی ذر مبادلہ میں اضافہ کر سکتی ہے بلکہ دفاع و سلامتی میں بھی کلیدی کردار ادا کر سکتی ہے۔ بلوچستان کی ساحلی پٹی میں بہت سے ساحل موارث زمانہ کی نظر ہو گئے۔ ہدوک، جینی سول اور بٹی دپ کسی زمانے میں بندرگاہیں تھیں لیکن آج کل ساحل سکڑ گئے ہیں اس لئے مردہ بندرگاہیں کہلاتی ہیں۔ بلوچستان کی بڑی بندرگاہوں میں سونمیانی، اورماڑہ، گوادر، جیوانی اور سیپنی قابل ذکر ہیں۔

داڑھی سے بڑی مونچھیں

اس میں کوئی شک نہیں ہے کہ کسی بھی ادارے کو چلانے کے لئے ایک نظام کی ضرورت ہوتی ہے اور اس نظام کو رائج کرنے یا چلانے کے لئے افراد کی ضرورت ہوتی ہے۔ افراد جتنے اچھے منتظم ہوں گے ادارہ اتنا ہی اچھا چلے گا۔ یہاں پر بات عدد کی نہیں ہے، یہاں پر بات خاصیت کی ہے۔ یہ نہیں کہا جاتا کہ جتنے زیادہ افراد ہوں گے ادارہ اتنا اچھا چلے گا، یہ کہا جاتا ہے کہ جتنے اچھے منتظم ہوں گے ادارہ اتنا اچھا چلے گا۔

A right step at last!

According to a latest development, the Alternative Energy Development Board (AEDB) is being merged with the Private Power and Infrastructure Board (PPIB). Whether it is forced by the persistent financial crunch the government of Pakistan is facing since long to run mega projects or departments or the experts have realized the desperate need for installing a major reformed structure of energy sector, the possible merger will prove to be a target-oriented step. PPIB, established in 1991, acts as a one-stop shop for investors and provides support to negotiate power-purchasing agreements. The Board also assists Nepra in determining and approving tariffs for new private power projects. 

The Policy for Power Generation Projects 2002 confirms that electricity will be purchased and tariffs will be set through a process called international competitive bidding. While the Alternative Energy Development Board (AEDB), founded in 2003, has been established to promote all environmental friendly alternative energy resources that have not been developed in Pakistan mainly due to the absence of a high-level national body. Since its inception the most important accomplishment of AEDB has been the creation of awareness amongst the decision makers regarding the importance of utilizing resources in the country. Since long the country is witnessing a proliferation of regulatory agencies, one each per subject or sub-subject, providing plum jobs to majority of retired bureaucrats on heavy salary packages. For instance, Nepra and Ogra, the two state orgnisations working on inter-related sectors – electricity and oil & gas – more or less have the same assignments. This virtually uniform jobs is not serving the purpose in any way rather have multiplied financial burden on the already cash-starved government which is presently removing tax exemptions on various sectors and facilities to narrow down the financial deficit. 

Similarly, the AEDB could have been a cell of PPIB instead of being an expensive full-fledged organisation, and might have produced better results in the past. PPIB is not a different case as far as the delivery rate is concerned. The Board has now become stale and outmoded as it is disliked by the stakeholders and is nothing more than just another stop in the process with no facilitating contribution. The USAID has recently indicated to the top government authorities that it is hesitant to extend $320 million funding for the proposed Gharo windmills to generate 150 MW to the AEDB that has miserably failed to produce even a single megawatt of electricity for the last more than seven years. The 450 MW project could have helped avert the prevailing gas and power crisis, however, the AEDB’s total failure in producing power has badly dented the international donors’ confidence in the Board. 

Dozens of hydropower projects, IPPs and controversial rental power plants (RPPs) are not progressing according to the agreed schedule due to total failure to take timely decisions by the Ministry of Water and Power and its attached organisations, including Wapda, Pepco and PPIB. The major problem with these orgnisations has been the unclear demarcation of roles and mandates to handle the energy sector. However, the possible merger of AEDB in PPIB has rekindled the hopes that it would post some progress towards renewable energy production.

Energy saving

Reference to current energy crisis; it has been suggested that small wind turbines and solar panels be installed at rooftops of houses to generate sufficient power for fans and lights. In my opinion, we should go a step further. All builders should be bound to install at least one alternate energy device like a wind turbine or solar panels at the rooftops of the houses or other buildings.The wind-turbine option would be highly successful in areas where wind is in abundance like Karachi, Hyderabad etc. As regards solar panels, this option can be exercised in the whole country as solar panels run on sunlight which is available everywhere throughout the year. A wind turbine of two kilowatt capacity could be sufficient to provide power to a household in Pakistan. Similarly, the number of solar panels can be calculated keeping in view the electricity requirement of each house.A country like Ethiopia has decided to establish two wind farms (120 and 400 MW) to overcome its power shortage. The country is also going to establish assembling facilities for these turbines for which the local manpower would be trained. The political leadership of Ethiopia identified a problem that was creating a lot of hardships for the country’s people, discussed the problem and arrived at a solution.

All our engineering universities would find it difficult to name 100 projects that were designed by students and implemented.Why don’t we have a competition and ask universities to design projects to produce power from bulls/buffaloes and use running water in rivers and canals which are abundant.All universities should be given a grant coming from donations from the industry. The best design should be recognised in the shape of Rs10m cash prize so that more and more students take up such challenges. It will also sow the seed for competition amongst students.In 2008 our company assigned two design projects to mechanical engineering students from NED University. 

We managed grants of Rs 50,000 for each project. One group succeeded in designing and demonstrating power generation using a typical bull-driven water-well contraption. They demonstrated power production with zero fuel input.Trying to give their invention a larger audience, I tried my level best to get them print and electronic media attention but failed to do so and this story never got any recognition.Pakistani students are no less than any other students. Federal budget completely ignored farming sector

Pak cellular sector paying heavy taxes on telephony services

Slow progress registered on environment

STAFF REPORT ISLAMABAD: The progress in the environment sector showed a dim picture during the outgoing fiscal year mainly due to unavailability of funds. To make things worse the government reduced allocation of the sector from Rs3.5 billion in 2009-10 to Rs2.5 billion in 2010-11.The major initiative taken by the government last year was the implementation of National Environmental Policy including the National Sanitation Policy and National Drinking WaterPolicy.

PTA deposits Rs 13.56b to national exchequer

STAFF REPORT ISLAMABAD: The Pakistan Telecommunication Authority (PTA), that is responsible for regulation of different telecommunication companies and network operators. is also liable to pay taxes even it is a government’s organization and has paid Rs 13.56 billion taxes.According to details, in fiscal year 2009-10 total of Rs 109.05 billion tax amount was collected from telecom sector and almost 50 per cent of the amount came from general sales tax.

It has been reported by PTA that in first quarter of 2011, the amount of tax collect by national exchequer from telecom sector was Rs 56.3 billion, but the tax collected in first quarter of 2010 was Rs 49 billion.The tele-density in Pakistan sometimes increases and sometimes decreases. The total tele-density stood at about 65.2 per cent.

Tele-density is basically the amount of users who uses landline fixed and wireless telephones, mobile phones etc.There are various issues that are creating problems for telecom sector like energy crisis, increased competition, decreasing exchange rates and much more.

PTA has taken many initiatives in this regard but the government also has to take certain steps for making the better future of telecom industry.

Pak cellcos add 2.7m users in March-April

P@SHA launches Rs 20m social innovation fund

STAFF REPORT ISLAMABAD: The Pakistan Software Houses Association (P@SHA) in collaboration with Google has recently launched Rs 20 million worth Social Innovative Fund to finance innovate and constructive ideas of young entrepreneurs and students of Pakistan.

“The all interested entrepreneurs and students should submit their proposal in next three months to the website www.pashafund.com till August, therefore, they will be funded accordingly,” President Pasha Jehan Ara told the media while giving details of the project.

She said that they are certain that they will be able to spark the beginnings of a few unique solutions, finance some great ideas and provide mentoring to young people who have the passion, the talent and the motivation to make a social impact on your society.

Indus flow level highest in 500 years

STAFF REPORT ISLAMABAD: The year-to-year data collected with the help of tree-ring chronologies from the main upper Indus basin in Pakistan shows that the river flow has considerably increased over the last 21 years, possibly the highest sustained flow period of the past 500 years.

This remarkable finding that could be linked to large-scale global climatic changes is part of the final report of a four-year study “Upper Indus river flow reconstruction using tree-rings implication for agriculture and hydroelectricity” conducted under a Pakistan-US project for science and technology through the Higher Education Commission (HEC).

Govt needs to allocate more funds for dams, reservoirs

STAFF REPORT ISLAMABAD: The government should speed up its efforts for constructing new water reservoirs and dams on emergent basis to cope with the looming water crisis which could badly hamper the economic growth in the country.

“The issue of water shortage has not been given much attention and if appropriate steps are not taken, the country could face a water and food crisis,” Mahfooz Elahi, President Islamabad Chamber of Commerce and Industry (ICCI), said in a statement issued here.

He said that Pakistan’s electricity demand is increasing by 7 per cent annually and allocation of Rs 18 billion in budget 2011-12 for new dams and water reservoirs is insufficient.Construction of new water reservoirs and dams assumes additional significance to overcome the rising water shortages problem, he added.

PTCL to invest Rs 16b by 2016

STAFF REPORT KARACHI: PTCL would invest about Rs16 billion in telecommunications sector in next five years in Pakistan.“The company is going to introduce super-speed internet very soon in Pakistan and it would be started from Korangi Industrial Area,” PTCL CEO and President Walid Irshad told the media here last week.

He said that the era of conventional telephone exchanges is now over and most modern exchanges would now be installed in Pakistan. PTCL is not being run just as phone company but as an investment-oriented company which is striving hard to introduce most modern telecommunications services.

He said that first ever new generation telephone exchange would be introduced in Karachi. He said that the company has already minimized the subscribers’ complaints and with the introduction of new services the complaints would become nil.
