Tariff, gas issues delay power plants commissioning...(Volume 2, Issue 1)
STAFF REPORT LAHORE: The lingering of the tariffs issue between Walters Power International (WPI) and Pakistan Power Resources (PPR) and failure to ensure gas supply have delayed the commissioning of the 110MW Guddu and 50MW Naudero-II power plants by about nine months.
“These power plants would be operational within four months once the pending issues with the government gets resolved,” said David Walters, CEO WPI while commenting on the progress these power plants.
He said that the equipment of both the plants has already been delivered at the project sites.
“We are doing everything possible to meet Pakistan’s desperate needs for energy, operating in good faith and full compliance with the court directives,” he said.
The Guddu project began after a public tendering process on November 11, 2007 and the submittal of bids on December 10, 2007, resulting in a rental services contract between PPR and CPGCL on February 23, 2008.
Advance payments were made against irrevocable and unconditional bank guarantees cashable on demand by CPGCL.
On August 26, 2009, the Federal Cabinet approved a request by Walters Power to build a 51MW power project at Naudero (NauderoñI) and an adjoining 50MW expansion project (NauderoñII).
These actions resulted in a rental services contract for Naudero-II between WPI and CPGCL on March 4.
Despite the request to address the tariff issue within two weeks, on November 26, nine months after the signing of the rental services contract for Naudero-II, NEPRA rejected CPGCL’s tariff petition, Walters said.
The company used its own resources for the purchase and import of plant and equipment without utilising advances, he said.
